Assistant Director Phil Williams began his career with the Stephenson County Sheriff’s Office on January 18th, 2000. His career started at the old jail located at 204 W. Exchange St. in Freeport. Assistant Director Williams graduated from a Corrections Training Academy in Sangamon County Illinois in March of 2000. In August of 2000, Assistant Director Williams was a member of the team tasked with moving the jail population to the new jail located at 1680 E. Singer Drive in Freeport.
In March of 2002, Assistant Director Williams became a certified Field Training Officer (FTO). In April of 2002, Assistant Director Williams was promoted to Corporal and became an Illinois State Police certified Control and Arrest Tactics instructor. In April of 2007, Assistant Director Williams became certified in Supervising and Managing FTO. Assistant Director Williams was promoted to Sergeant in July of 2009.
In 2017, Assistant Director Williams assisted in the preparation and configuration of a new Jail Management System which launched in November of 2017. Assistant Director Williams was promoted to Assistant Director (Lieutenant) on December 1st, 2017.
Prior to his career at the Stephenson County Sheriff’s Office, Assistant Director Williams served as a United States Army Military Policeman (MOS: 95B); October 1986 to October 1989, and as a sworn police officer with the Freeport Police Department from February 1990 to December 1992.
